I just installed Kubuntu 6.10 RC (that has KDE 3.5.5 included) and the problem 
still exists.
Seems as the problem is caused by 2 bugs / configuration mistakes.
-System Settings -> Advanced -> Disk & Filesystems the floppy entry uses Device 
/dev/ .
You can manually change it to /dev/fd0 (or whatever your floppy is)
Then you can normally access your floppy but you have to manually mount it
-Seems as automount is not enabled, and I can't manually enable it (option 
grayed out)
