Nxx: You are currently the only person mentioning that the problem
exists for you, even when you disable autologin (or timed login).

Could you please run the command

gconftool-2 -R /desktop/gnome/peripherals/keyboard/kbd

and report back the results?

What I am interested in is the value for the "overrideSettings"
variable.

If this variable is "false", then GNOME ignores the settings in
System/Preferences/Keyboard/Layouts, and uses the information from
/etc/X11/xorg.conf.

AFAIK, this variable ("overrideSettings") is set to "false" when you are
presented with the situation you describe with "also in Ubuntu 7.10 I
was sometimes asked afted boot which settings to use: from xorg.conf or
from Gnome" in your comment above.
