I'm seeing a similar problem to this on one of my developer machines.
Here's what seems to be the startup order:

Network is configured, except for the interface listed as "roaming"
ntpd starts, fails to resolve server names, finds nowhere to sync to
roaming interface gets a dhcp address
ntpdate tries to run, fails because ntpd has the port open

Is there a fix for this that won't complicate future automatic version
upgrades?  I switched the interface from roaming to dhcp, which should
fix the issue with ntpd, but I don't see how that will let ntpdate run.
