This is not a bug in collectd but rather libvirt. It's not collectd's job to keep track of the dependencies of its dependencies. In Debian, this has been fixed in upload 0.4.0-6 of libvirt. The collectd package in Debian has been updated to depend on the appropriate version of libvirt in upload 4.3.0-2.
