Since your computer does not shutdown, in my opinion, assuming that you have clean install of ubuntu on this computer, this problem can only be related to your motherboard. I might be wrong, but I don't see how the graphic card or the keyboard could cause the computer to reboot instead of a normal shutdown. I'm not an expert so I can't give more help on this until somebody who has the needed knowledge take a look at this bug report. From now on, what I would suggest would be to try changing some options in the BIOS (perhaps setting back the BIOS to default values?) and look to find if a specific option in the BIOS can have any effect on that special bug.
