The problem is that poppler on Ubuntu is build without Cairo support (a result of bug #61161) und uses the splash backend. splash does not support anti-alising (which is probably the reason why it's much faster) and upstream already made clear that this will not change, see https://bugs.freedesktop.org/show_bug.cgi?id=3730 .
We have to do a compromise. Either we will have fast rendering without antialiased vector lines, or antialiased vector lines but slow rendering. There is no way currently to get both unless you have a very fast machine where the slowness of cairo has no big impact. For the time being Ubuntu decided to go with option 1, i.e. faster rendering but without anti-aliasing. But there is work going on to optimize the Cairo backend and Ubuntu will switch when it got faster. I will thus mark you bug report as rejected.
