I just wanted to note that I had this problem with all 5 of my upgrades as well as my fresh install of 8.04. I really wish I had found this long ago or else I wouldn't have needed a fresh install. In fact, when you try upgrading 5 systems from 7.10 to 8.04 and they ALL stop working, you lose a large amount of faith in a distro. I was about ready to dump ubuntu and if this doesn't get fixed soon I will no longer advise using ubuntu, as it is not stable enough to use rom upgrade o upgrade and I can no have my clients and family using a distro that can't even handle a simple upgrade. This issue is still occuring with the steps above and if you actually use a fully qualified name in 7.10 to 8.04 the upgrade appears to not work since NO ADMINISTRATIVE tasks will run after this occurs. It's sad to see no one seems to feel this bug is even worth considering, as the importance is still undecided.
