I reported this as a bug in app-install-data because I believe the use of %U for OpenOffice applications is defined in files /usr/share/app- install/desktop/ooo-*.desktop, which are part of the app-install-data package. As far as I can see, this bug is really not dolphin's fault.
%U is also used in files /usr/share/applications/ooo-*.desktop, part of the openoffice packages, but I believe these files are not used under KDE (I may be wrong). Maybe somebody can tell if it would be a good idea to change %U to %f in these files as well.
