I tried aterm, but no diacritics is working in it (czech one is also not working); but in xterm are the ipa signs displayed correctly. I don't understand what package do you mean. I have Ubuntu Hardy (sorry, I foregot mention it) with “gnome-terminal” and “gnome-terminal-data” packages installed.
