I've been having this issue too, had it awhile ago, and it's still in
hardy, though it seems like it happened not as easily in hardy then in
previous versions. It appears to (in hardy) either be caused by certain
themes, or it needs the theme to be changed a few times before it
happens. If it's the first though, it is still either a sudo/gksudo
issue or a synaptic issue, because all other programs don't seem to be
effected by it. (I'm taking a guess that it might come from gksudo/sudo
due to the user change, though it's just a guess, haven't seen it
anywhere else.)
