I am reopening this bug because the boot proccess shouldn't stop without an 
error message.
When the partition in /etc/fstab is absent boot proccess doesn't stop when fsck 
is off. So it shouldn't stop if fsck is on.
Security team members can unsubscribe from this bug. But I think that hard disk 
failure should not gain root access so easily.
