I have a similar experience, also new after upgrading from 7.10 to 8.04. I use the British/Dvorak keyboard layout, but find that the layout is reset to QWERTY after each reboot. Adding or removing an identical keyboard layout (without necessarily changing layouts) fixes this for the current session.
To be clear about the above: if I have three separate British/Dvorak keyboard layouts and I add a fourth identical one (or delete one of them), then my keyboard goes back to British/Dvorak.
