In principle, one can link against a dummy PDFlib library having proper
soname but empty stubs for entry calls. Such a library can be freely
distributed, I guess (don't think the API itself is copyrighted). Then
those wishing to use the PDF export (and agreeing to the non-commercial
clause) may install real pdflib from multiverse or other repository.
