Public bug reported:
In some entries, the zones are listed as Continent/City, others are
Continent/Country/City, others confuse 'America' the continent with
'America' as in USA, so we get America/Kentucky/Monticello and
America/Argentina/Buenos_Aires etc
There should be one naming system, not a bunch all mixed together.
