OK, OK. I'll explain again and again then.
If Thunderbird displays unidentified pages with the wrong codepage, it 
is a problem.
It's not because the CP1252 cases _you_ have seen produced no display 
difference that it is not a problem, you may look at my picture and see 
that the UTF-8 case _is_ a visible problem.
Unless, you looked at an ASCII-only display, need I say.
