Using a clean install of Hardy Heron, I have tested this. It is still an
issue but not exactly like in gutsy. nm-applet is still unaware of an IP
address it did not request (since dhclient requested it). In Hardy
instead of showing 0.0.0.0 in the "Connection information" window, the
nmapplet menu greys out "Connection information" all together.

What I expect:
When I get an IP address, no matter by what means, weather static ip, dhcp
using using Network manager or dhclient from the shell, I expect NetworkManager
to actually manage the network and report current valid info in the "Connection
Information" window accessible through nm-applet. The icon should change as
dhclient gets an IP address, just like it does when NetworkManager gets an IP
address. I should not have to use dhclient because that should be included by
default in NetworkManager attempting to get an IP address.
