Public bug reported:

STEPS TO REPRODUCE
Add the Keyboard layout Indicator applet to the Panel.
Add Nepali and Danish layout.

Now keyboard layout switching is working fine.

Close session. Reboot computer (seems logging out and in again is not
enough). Log in.

Now switch keyboard layout clicking on the Keyboard layout Indicator applet.
It seems to work, but the wrong characters are comming.
Using Nepali characters like क, ग, त should applear. Instead roman characters
appear.

Now right click on it and open the Keyboard preferences and Layouts tab.
Change the order of languages by f.ex. dragging the top langage down to the
bottom of the list. Click 'Close'.

Now keyboard layout switching is working correct again.

This is using Ubuntu 8.04 Hardy (both unupdated and updated versions)
This worked fine in Ubuntu 7.10.
