Luke, Yes, I experienced bad skipping in several applications (OSS Skype via padsp , VLC and others). I managed to fix it by changing the default fragment settings in PulseAudio (and I believe kernel 2.6.24-17-generic helped a lot too). Specifically see Part C, and be sure to follow the "optional" step if the new kernel doesn't help.
