Public bug reported:

Binary package hint: update-manager-core

Just performing an update 7.10 -> 8.04 and being asked wether some
/ect/sysctl.conf file is to be replaced.

I remember having been asked similar questions during other updates,
always related to configuration files. I bet that 99% of all users can't
answer questions like that. My proposal: Always give some non-technical
explanation what it would lead to if either you keep the old file or
have it replaced by the new one.

** Affects: update-manager-core (Ubuntu)
     Importance: Undecided
         Status: New
