With ubuntu Hardy Heron, the problem is partially fixed. deborphan is not asking me to remove libc6-i686, but ubuntu-minimal cannot be installed.
I don't know exactly how meta-packages are organized in Ubuntu, but you should provide alternatives for meta-packages. That is the way Gentoo meta-packages work.
