Same for me, just want to confirm that.
Additionally there was another Evolution-update today, bringing it from 
"evolution 2.22.1.1-0ubuntu1" to "evolution 2.22.1.1-0ubuntu2" and the issue is 
still the same.

Steps to reproduce:
0. precondition: - have at least one POP3-mailaccount with passwords currently 
saved.
                          - ensure that "Remember GPG-passphrase for this 
sesion" has NOT been activated before
1. send a new GPG-signed message, i.e. being prompted for the GPG-passphrase
2. check for new mails in your account that should have the password saved
3. encounter issue that you have to re-enter the POP3 password for that account 
again.
4. (optional)checking the "Remember GPG-passphrase for this sesion"-switch in 
the passphrase dialog requires re-entering the POP3-passwords once more, but 
afterwards mail-passwords as well as GPG-passphrase will be remembered properly.

Complete uninstall(including config-files) and reinstall did not solve
it.
