I can't found documentation of proposed repo in wiki documentation. In the french community one it is specified that is for testing purpose only and i don't think that is activated out of the box but perhaps i'm wrong.
However it seems that 2.6.24-17 doesn't appear in proposed any more so i think than it has been desactivated.
