Most of the times I've used it, Adjust Time has worked fine. It seems that putting in things which are not valid dates can cause this... for example adjusting the time to "0" changed the date to 2032, and then inputing a correct date after this just moves it further into the future.
I've never had it go far into the past. I also couldn't see any pattern in the dates it changes to. -- f-spot completely messed up the date info on some photos.
