I managed to work around this by:
1. Selecting Swedish as my preferred language on the GDM login screen.
2. Removing my LANG=swedish line from ~/.bash_profile

Now my locale is sv_SE.UTF-8, and I'm not having any locale problems any
more.

I suspect that /etc/locale.alias should have an alias saying:
swedish sv_SE.UTF-8

Locales 2.7.9-4 talks about sv_SE.ISO-8859-1 in that file, which I think
is wrong.
