Looks like this bug has been dormant for a few months.  Rather than file
a new report I'm going to chime in here to say that I have this exact
problem.  I have a Thinkpad G41 running an up-to-date fresh install of
Ubuntu Hardy (with a few small config tweaks).  My laptop reliably
suspends-to-RAM EVERY time I unplug the power cord (with the exception
of immediately after it has booted).

My laptop worked fine in Feisty.  I believe this problem started at some
point in Gutsy (at- or post-upgrade, I don't recall), and is now still
here in Hardy.

I want to suggest that this bug may be also related to bug #146424, bug
#157467, bug #44863, and/or the early (supposedly fixed) bug #33072.

I also read the contents of
https://wiki.ubuntu.com/DebuggingGNOMEPowerManager, but I didn't see
anything there that seemed obviously relevant to this issue.

I'd be more than happy to perform any tests that anyone can suggest.
