This problem persists for me under Kubuntu Hardy Heron and KDE 3.5.9. It was also a problem under Kubuntu Gutsy Gibbon as well.
I've just installed some programs via Adept Manager (2.1 Cruiser) and whilst the majority of the appeared under the K Menu, there remained one or two that didn't. One example is KCheckers 0.8.1-1 which post installation, didn't appear in the K Menu. I had to manually edit the menu to get it to appear. Following the instruction in duplicate bug #44861 to run kbuildsycoca to update the menu hasn't made other recently installed programs appear either.
