Confirmed in 8.04.

A friend who uses my system under a non-sudo account I created for them
asked me why their trashcan in the taskbar bottom-right kept
disappearing. "Where's the trashcan? I looked around and I can't see
it?" I thought it was because I had changed the theme for him from the
default human theme to a blue one (I forget the name of the theme I
changed it to), and I had seen the trash icon there when I set it up for
him. I thought he was crazy, so I logged into his account with him
there, and sure enough, it was gone. I googled for info and saw this
page, my friend began dancing in celebration. It turns out he wasn't
crazy after all, but I had never experienced this strange bug before
now.

This does not occur for me on my sudo-enabled user account, the first
account created during the Ubuntu install. It does occur for my friend
when he logs into his non-sudo account. He uses a different theme, one
of the others offered in the default install, it gives him a blue
trashcan and a green running stick figure Quit icon in the top right
corner of the screen. He has no other problems other than this
disappearing trash icon. I enabled the Trash icon on his desktop and he
is satisfied, he hasn't said a word about the missing trash icon even
though it still is missing when he logs into his account.

I'm not sure at what point the trash icon on the bottom panel started
disappearing for him.
