Sorry, I can't reproduce this (Hardy with NVIDIA graphics card/driver). I tried changing the compiz Visual Effects tab (Settings | Apperance) between None, Normal and Extra visual effects. Did you try the same?
Perhaps this has something to do with your graphics card or driver? PS. You need to add "enable tooltips" in your recipe: 2b.
