Yes, I think it works for me. I built those debian packages for debian version 0.10.4-1.2 as uploaded in the above bug. Downloaded from here:
http://packages.debian.org/sid/clearsilver-dev (source package on the right) I installed build dependencies ( apt-get build-dep python-clearsilver ) I installed the resulting packages and trac started working again, so I think this solves the problem.
