Actually, it always worked fine with initrd-tools. The regression occurred with the upgrade of initramfs-tools from 0.24 to 0.25. Looking at the changelog again, it appears that a possible temporary workaround was included in 0.40ubuntu5: I'll test again this evening and attach previously requested outputs if it is still broken.
