I have the same problem, I've upgraded from Feisty to Gutsy though.
The vertical scroll doesn't work neither.

I tried this InputDevice, that is what I used in Feisty without problems:
Section "InputDevice"
        Identifier "Synaptics Touchpad"
        Driver "synaptics"
        Option "SendCoreEvents" "true"
        Option "Device" "/dev/psaux"
        Option "Protocol" "auto-dev"
        Option "HorizScrollDelta" "0"
        Option "SHMConfig" "on"
        Option "TapButton1" "0"
EndSection

and this one, that is the one automatically generated: Identifier
"Synaptics Touchpad"
Section "InputDevice"
        Identifier "Synaptics Touchpad"
        Driver "synaptics"
        Option "SendCoreEvents" "true"
        Option "Device" "/dev/psaux"
        Option "Protocol" "auto-dev"
        Option "HorizScrollDelta" "0"
EndSection

My driver is xserver-xorg-input-synaptics Version: 0.14.6-0ubuntu10

It is very annoying and render the touchpad useless.

Thanks!
