Hello,
  I have seen this bug in all versions I used. Im using now 8.04 but was the
same with 7.10 and 6.06

To trigger it do
Press in desktop with right click
select 'Create Launcher'
as Launcher type select 'Place'
type any name
as Place press 'Browse' button
try to select any directory
it will open up and there is no way to select it
that is
