Currently in Edgy, you can disable bluetooth services from ususal services 
configuration dialog (System->Administration->Services).
But this can be done only by sudoer or root. (satisfies use case 1 partially)

I am not sure letting average user disable a service is a good idea.

AFAIK, even in Windows there is no way for average user to disable the
bluetooth services. (Not that I am comparing Ubuntu to Windows).

The closest possible thing (for average user) is using hardware switch
on some laptops. Such switches mostly work on Ubuntu also. (satisfies
use case 2)

If this is possible at all, it will be considered for edgy+1
