Binary package hint: update-manager

Hello there!

I found a small bug in update-manager while trying to upgrade from 7.14 to 8.04.
After clicking for executing the upgrade, update-manager try to comunicate to 
one of the following services.
If the service is stopped, update-manager will hold on forever until you kill 
it.

Stopped services at the time I tried to upgrade Feisty was
apport, cupsys, ntp, samba, apache2, ssh server, mysql, mysql-ndb, mysq-ndb-mgm

I haven't tried to understand what service really locks down update-manager, 
but I'm sure it's one of them!
I have simply started all those services and then update-manager worked!

It would be good if update-manager starts by itself any necessary
service for it to run correctly.
