This is what I did to get around the problem, it's not a real solution
though.  I hope it helps identify the source of the issue.

After I reinstalled the linux-restricted-modules-2.6.24-16-generic
(before the reboot though) I copied the .ko file to /lib/modules/fglrx

cp /lib/modules/2.6.24-16-generic/volatile/fglrx.ko /lib/modules/fglrx

The I edited /lib/modules/2.6.24-16-generic/modules.dep and change the
patch for fglrx.ko to point to /lib/modules/fglrx.  After I rebooted I
still had fglrx loaded.
