Hello Harry and ldng, The linux-image-2.6.24-16-openvz package in the official repository for some reason was compiled without the latest patches, however if you compiled your own kernel from the official ubuntu kernel git you will end up with a linux-image-2.6.24-16-openvz package which after installation and reboot will give you a fully functional openvz patched system.
You can find the instruction about how to compile the kernel from the git above.
