Thanks for investigating this.  It lines up with what I suspected as
well.

jcristau suggested alternatively something more like what the xserver does:

except with SERVER_RANDR_MINOR set to 1.

Would you mind re-rolling the patch to do this?  I think it would be
good for this to go into 8.04.1 (too late really for 8.04), and of
course it should go upstream to Debian and Xorg as well.
