This is by design. By default the init script does nothing, because
PulseAudio has been set up to run in the user's GNOME session. The
easiest way is to use the pkill command from the console. If you wish to
disable PulseAudio perminantly, go into GNOME's sound preferences and
disable software sound  mixing (ESD).

If you want to run pulseaudio system wide, which is not advisable, edit
/etc/default/pulseaudio.
