This is not fixed for all languages. Oddly enough, different languages have different language pack versions in the repositories. Those languages where the issue has been reported as fixed (German and Spanish) have the following version of language- pack-gnome-xx-base available:
1:8.04+20080325ubuntu1 In the case of my locale (Catalan) and others, the only version available from the repositories is: 1:8.04+20080325 in which the issue is not fixed (i.e. Firefox is not localised, all menus are in English). As a side note, gnome-language-selector is still prompting to install the mozilla-firefox-locale-xx and mozilla-firefox-locale-en-gb, although they are not available from 'main' anymore and they seem to only be appropriate for FF 2.0.0.7.
