I really don't believe most people will have a tough time with 
"Authorizations." It is not truly misleading, and it isn't an application most 
new users would use anyways. And a title change for a (possibly) minor 
understanding improvement is something I just don't see the package maintainer 
doing. Hardy is in feature freeze at the moment so the soonest this may be 
implemented is in 8.10. 
If you want to pursue this, I recommend posting the suggestion on the desktop 
mailing list - as this is a topic that needs discussion.
