According to Karl dapper doesn't work either and so it's not a
regression and I am removing the target from edgy.

Looking at the logs i think there at least 2 issues here.

One is that the card is on PCI slot 0001:06:03.0. note that 0001 domain at the 
beginning that's not usually present on other toys like the PB mentioned in the 
report.
This leads to 2 possible points of failure: xorg that should write the correct 
BusId, xserver-xorg that needs to support it.

The ati driver also needs some checks. the RV100_QY chipset has a set of
strange exceptions in the code that might need some review.

My feelings lean more towards the PCI domain issue but i will ask
upstream within 12 hours from now (they are in sleeping TZ at the
moment).
