I have exactly the same problem on my MSI VR610 new laptop with:

ATI Technologies Inc SB600 Non-Raid-5 SATA

100% same situation as it was descripted above!

Everything on my Ubuntu 7.10 32bit looks OK but the speed of copy and
system performance is definitely not OK!

Coping 700MB of data between same disc prtitions gets too much time!
Burning DVDs with higher speed than x2 is theoretic possible but jumping
buffers and time of burning tells that disc works too slow to make a
copy in less than 20 minutes!

I strongly suggest to change this bug priority to High! Many of new
laptops will work slowest than the old ones on Ubuntu and that's sucks!
