Same problem for me on two different computers with latest ATI drivers.
 - without fglrx => works ok
 - with fglrx => hangs on reboot / halt / logout
Symptom: mouse cursor disappear after several seconds and nothing cannot be 
done then. CTRL+ALT+BACKSPACE doesn't react. CTRL+ALT+F1/F2... neither. I can 
only hold the power button for 2 seconds to start the shutdown mechanism.

After some investigation, I can also reproduce this error by switching
to the terminal and executing /etc/init.d/kdm stop. I get then the
following error: "kdm not responding TERM signal". Xorg uses then 100%
CPU (forever) and kdm cannot be killed. If I switch to X again, the
screen gets black and I cannot do anything anymore...

One of my collegues uses the same Xorg configuration, the same graphic drivers 
on the same notebook and doesn't have that problem. But he's using Ubuntu (I'm 
using Kubuntu).
Very strange???
