"header files" != "kernel module". You need (kernel) header files to build kernel modules, but that's not relevant here.
You should install "virtualbox-ose-modules-generic", not "virtualbox- ose-guest-modules-generic". The latter is for guest additions _inside_ a Virtualbox. I'm closing this bug as "Invalid", because it's not really a bug, but appears to be a mistake when picking the package for installation.
