I'm experiencing what looks like the same problem (PTP camera, detected correctly, device ends up owned by root:root, worked under Gutsy), but with a Canon EOS 400D.
I noticed that my log and Michael's both included references to setfacl being invoked (rather than chmod as I would expect, I don't use ACLs). I ran hald under strace (with strace -f hald --verbose=yes --daemon=no 2> strace.out) and it does seem to be invoking setfacl and not chmod.
