Well, anyway. I can confirm this with:
Kubuntu-KDE4 8.04 Beta upgraded to latest Hardy.
Kopete-kde4 0.50.1, which ships with KDE 4.0.3
To reproduce:
-Make sure popup notifications for incoming messages are turned on.
-Get friend to message you.
-Watch as the popups stack up and never go away unless you click view and/or
ignore, even if the conversation is in focus.
