I have the same problem. It seems as if the usb-storage module constantly restarts the modem. Using rmmod to unload the usb-storage module (when the modem is active and the /dev/ttyUSB0 and /dev/ttyUSB1 devices are present) seems to help. This might have something to do with that the modem also emulates a CD drive which contains drivers for Windows. Also, If I unload the usb-storage module when the modem has been switched off by usb-storage, then the ttyUSB0 and ttyUSB1 devices will not be present and I'll be unable to connect to the internet using my 3G modem.
