I confirm I have the same problem:
- Fn keys do change the brightness and a OSD with the new brightness is 
correctly displayed, but the slider in the gnome applet does not update 
accordingly

Moreover g-p-m ignores the gconf settings /apps/gnome-power-
manager/backlight


My backlight settings are:
$ gconftool -a /apps/gnome-power-manager/backlight
 idle_dim_battery = true
 idle_brightness = 30
 dpms_method_battery = default
 dpms_method_ac = default
 idle_dim_time = 10
 brightness_battery = 10
 enable = true
 idle_dim_ac = true
 brightness_ac = 90
 battery_reduce = true


but this happens if I unplug and re-plug the AC:
