The problem is likely that the pbuilder -- stored in the base.tgz file -- does not have the kambing list of packages in the directory /var/lib/apt/lists. You can see what's in there if you unpack base.tgz tarball somewhere and browse into that directory.
Try running: pbuilder --update --mirror http://kambing.ui.edu/ubuntu before you run the build step. As a rule-of-thumb, whenever you see an errormessage that looks like this: Err http://archive.ubuntu.com hardy/main libatk1.0-0 1.21.92-0ubuntu1 404 Not Found [IP: 91.189.88.45 80] you should update the pbuilder. In this case, it is looking for libatk1.0-0 1.21.92-0ubuntu1, but because hardy is in a state of flux at the moment, this package may be superceeded by a newer version.
