I confirm, the problem exists on the new Hardy Heron Kubuntu v8.04b too.
This bug has to be set to *critical state* because it affects security aspects 
of the system.

To replicate the bug the standard installation from the official CD-R iso image 
(else if on-line updated as of today or not) suffice.
At every reboot the eth device number increases by one count.

This has been verified on:

.CPU      : AMD Athlon XP 3000+
.MB       : MSI K7N2 Delta (MS-6570)
.SDRAM : 2GBytes DDR2 400MHz
.eth       : on-board
.chipset : NVIDIA nForce2 SPP and MCP2T
