I confirm, the problem exists on the new Hardy Heron Kubuntu v8.04b too. This bug has to be set to *critical state* because it affects security aspects of the system.
To replicate the bug the standard installation from the official CD-R iso image (else if on-line updated as of today or not) suffice. At every reboot the eth device number increases by one count.
